much pain that i was taking the meds and I

accidentally took too many and had to be taken back to the ER. Can I require the other driver's
insurance company to pay this bill, also?

Probably not. I think you would be found contributorily negligent with respect to the subsequent medical bills, because the treatment was brought about by you taking too many pills in the first place. While that would not have happened but for the accident, your own negligence will likely prevent you from recovering.
